Dr. Winfree called the meeting to order and asked if there were any items to add to the agenda. No additional items were added. Dr. Winfree recognized Mr. Jim Rose.

Acceptance of credit from nonaccredited institutions

Mr. Rose explained that we cannot discriminate against unaccredited institutions by not accepting transfer work from students. This action is driven by a recently approved change in the SACS criteria for accreditation which prohibits discrimination against unaccredited institutions. In order to evaluate credit from a unaccredited institution, catalogs and course syllabi will be requested from the students. Discussion was held by the committee. Professor Hunter moved to approve deleting the following two sentences from the end of the second paragraph "Final evaluation and validation of credits will be made after the student has attended this institution for a minimum of 2 semesters, having earned a minimum of 24 semester hours, and having attained a quality point average of at least 2.0 on all work taken at Tennessee Tech. Until the transfer credits have been validated, the student's academic standing at Tennessee Tech will be determined by applying the hours attempted at Tennessee Tech to the retention table." Ms. Coorts seconded the motion. The motion was approved. The following three paragraphs will be in the 1998-2000 undergraduate catalog for advanced standing.

Advanced Standing. Students who have attended another collegiate institution may not enter as beginning freshmen. Transcripts of all work attempted at other institutions must be sent by those institutions prior to admission and will be evaluated to determine the student's standing at Tennessee Technological University. Failure to submit any transcript of previous work will be considered as falsification of the record. The acceptance of transfer credit by the University confers advanced standing upon the transfer student.

The student transferring from another institution or requesting advanced standing for educational experiences in the Armed Forces must meet the requirements of this institution for graduation regardless of the number of credits submitted for advanced standing. In instances where there is insufficient information available to evaluate course content and level of instruction for work completed at another institution prior to enrollment, the applicant will be given a tentative evaluation and the work from such institutions will not be entered on the records until the student's transfer credits have been validated.

Advanced standing will not be granted for credit from an institution which is not a recognized college or university. An alternate plan for transfer students in this category permits the establishment of 14 hours of credit by special examination as provided below. See also, Advanced Placement with Credit.

Admission of students from unaccredited high schools (including home schools)

Mr. Rose explained that we cannot discriminate against students who are applying from unaccredited high schools or home schools. Currently, if a student graduates from an unaccredited high school and scores a 19 or better on the ACT, the student is admitted to the University. If the student scores less than 19 on the ACT, the Admissions Office requests that the student take the GED. If the student has not completed the 14 core courses, he/she can be denied. Mr. Rose proposed the following guideline:

If a student has an ACT of 19 or above and meets the other criteria such as academic core courses completed, he/she is admitted. If ACT <19 but high school gpa> 2.35 the student is admitted and must take the AAPP for placement.

Ms. Coorts moved to approve the guideline and Professor Hunter seconded the motion. The motion was approved.
