Approval of the agenda

The agenda was approved as distributed.

Approval of the February 20 minutes

Mr. Jim Rose moved to approve the minutes and Ms. Annette Coorts seconded the motion. The minutes were approved.

Advanced placement credit for Foreign Languages

Mr. Marable recognized Dr. Phillip Campana to describe a local high school student's situation in earning credit by AP exams, special examinations, and courses. The request is for the student to be granted four additional credits in FLSP 104 based on her score of 5 on the CEEB-AP test in Spanish language. A further request is that the university limit of 33 credits in a combination of AP, CLEP, and special examinations be raised to 34 in this one instance, so that the student can receive four full credits for FLSP 104. (If the limit were not otherwise imposed, she would qualify for credit in FLSP 105 as well, for an additional four credits.) Dr. John Mason made the motion to approve and Dr. Bill Bonner seconded the motion. The motion was approved.

Currently, students receive less credit for the AP exams than they do for CLEP exams. The Foreign Languages Department is asking for the following request due to the criteria for the CEEB-AP credit seeming to be more stringent than the criteria for the CLEP credit. The request is that credit by CEEB-AP be granted in French, German, or Spanish as follows:

score of 3: 101-102 (8 credits)

score of 4: 101-102, 201-202 (14 credits)

score of 5: 104-105, 201-202 (14 credits)

Also, if there is a CEEB-AP examination in Russian, the same criteria should apply, except that a score of 4 or 5 would yield credit for Russian 101-102, 201-202. There is no 104-105 sequence in Russian. Mr. Rose made the motion to approve and Ms. Coorts seconded the motion. The motion was approved.

DANTES Exams (advanced placement testing offered by Defense Department)

Mr. Marable recognized Ms. Coorts. Ms. Coorts explained that she had checked with Chattanooga State, Cleveland State, Columbia State, Dyersburg State, Motlow State, Nashville Tech, Northeast State, Pellissippi State, Roane State, Shelby State and State Tech-Memphis. All the community colleges listed accept DANTES credit. She also had checked with Austin Peay State University, East Tennessee State University, Tennessee State University, University of Tennessee at Chattanooga, University of Tennessee at Knoxville, University of Memphis, and University of Tennessee at Martin. All of the universities listed accept DANTES credit except University of Tennessee at Martin. Dr. Bonner asked if credit received for the DANTES exam at the community colleges transferred to Tech. The credit has not been transferred in the past. University of Tennessee at Chattanooga and at Knoxville do not list in their catalogs that the universities accept credit for the DANTES exams. Ms. Coorts asked which percentile the university would want to use in order to grant credit. Mr. Rose recommended that the university use the 50th percentile. Ms. Coorts has the study guide sheets for the exams available to review. Ms. Coorts was asked to obtain the DANTES exams for the colleges to review. Mr. Rose recommended that the university include the DANTES credit with the current standard for earned credit which is a maximum of 33 credit hours. Mr. Rose made the motion to accept credit with the provision that appropriate courses are evaluated by the academic unit. Mr. Ken Hunter seconded the motion. The motion was approved.

Special exam form

Mr. Marable recognized Ms. Tolbert. Ms. Tolbert explained that questions had arisen regarding what the faculty member's signature on the form means. Discussion was held by the committee. The signature of the faculty member approves for the student to take a particular exam. No action was needed by the committee.

Definition for attempted hours

Mr. Marable recognized Mr. Rose. Mr. Rose asked that the following definitions be approved:

Attempted Hours (AHRS) - the total number of credit hours attempted (any course that has credit hours and a grade assigned).

Quality Hours (QHRS) - the total number of Attempted Hours minus first time repeated courses (16 semester hours maximum), minus grades of S, I, W, SP, P, NP, and AU.

Earned Hours (EHRS) - the total number of Quality Hours minus grades of F, WF, NF, X, U, I, not marked repeat; plus grades of S, P, and SP.

Quality Points (QPTS) - the total number of points earned from grades utilizing a 4.0 grade scale.

Quality Point Average (QPA) - determined by dividing Quality Points by Quality Hours.

Dr. Mason made the motion to approve the definitions and Dr. Hunter seconded the motion. The definitions were approved.

Election of chairperson for 1997-98

The election for the chairperson will be conducted by paper ballot through campus mail.
