Approval of the Agenda

Ms. Tolbert requested that one additional item regarding incomplete grades be added to the agenda. Mr. Marable added the item as number six to the agenda. Dr. Zagumny made the motion to approve the agenda with the additional item of removing an outstanding incomplete and Ms. Coorts seconded the motion. The agenda was approved.

Approval of October 12 Minutes

Dr. Zagumny made the motion to approve the minutes and Ms. Coorts seconded the motion. Ms. George requested that two sentences be deleted from the Bible Transfer Credit section. The sentences are: "However, Basic Business did not say that we would include all of the new testament as being historical or literary. If it entered into doctrine, we would not accept it." The minutes were approved as corrected.

EQE Requirement for an Associate Degree

Ms. Tolbert explained to the committee that the University had only one associate degree program, which is in Criminal Justice. The University's humanities requirements are different from the other TBR Universities because two full years of English is required at Tech. A student had asked if he/she had to take the EQE because the requirement fell under the requirements for the baccalaureate degree. Ms. Tolbert checked with some of the members on the Admissions and Credits Committee and with Dr. Robert Briggs, Associate Dean of the College of Arts and Sciences. Dr. Briggs stated that the Tennessee Tech requirement for competency is a grade of "C" or better in Freshman and Sophomore English courses or the EQE must be taken. The College wanted the same requirement for the Criminal Justice program. If this requirement is approved, a statement will need to be written to be placed in the catalog. Discussion was held by the committee. Dr. Noel Tolbert made the motion to establish an EQE requirement for an associate degree and Dr. Mason seconded the motion. Dr. Weinrauch called for the question. No further discussion was held. The motion was approved.

Minimum Quality Point Average Requirement for Academic Work Scholarship

Ms. Tolbert spoke in Mr Rose's absence. Discussion has been held regarding the academic work scholarship quality point average requirement being changed from 2.8 to 2.5 without the change being presented to a University committee for approval. A TBR guideline came out with 2.5 being the minimum requirement and at that time Tech's requirement was changed. Some of the universities and even some of the community colleges have a higher requirement. A large number of students graduate from this university with a 3.0 or above, and between one-half and three-quarters of the graduating seniors graduate with 2.5 or above. Discussion was held by the committee. Dr. Weinrauch made the motion to accept the following proposal which had been distributed to the committee:

Any student holding an academic work scholarship must maintain a 3.0 quality point average to keep the scholarship. If the student's cumulative GPA falls below 3.0, he/she is given a one-semester grace period in which to make grades sufficient to return the cumulative GPA to 3.0 or above. If the GPA is less than 3.0 after the grace period, the scholarship will be lost. During the lifetime of the scholarship, only one grace period will be allowed.

Dr. Zagumny seconded the motion. Further discussion was held by the committee. The proposed effective date is fall semester 1997. Dr. Zagumny called for the question. The proposal was approved and will become effective fall semester 1997.

Can UNIV 105 be used to repeat the "U" grade obtained in UNIV 101?

Ms. Tolbert explained the question had been asked if a returning student could repeat UNIV 105 for UNIV 101 since UNIV 101 is no longer offered. Discussion was held by the committee. Only two of the three hours will be utilized as repeat hours. Dr. Byler made the motion to not allow UNIV 101 be repeated for UNIV 105 as a blanket policy, but students can file a "Request for Exception to Policy" making this request on an individual basis. Dr. Boocker seconded the motion. Further discussion was held by the committee. Dr. Mason called for the question. The motion was approved.

Remove Outstanding Incomplete

Ms. Tolbert spoke to the committee regarding the incomplete deadline which had been passed by the Graduate School Executive Committee. The Graduation Office checked on the problem for undergraduates. This last semester the office had 34 graduating seniors who had outstanding incompletes. The following proposal was distributed to the committee:

In order to remove an outstanding incomplete (I) grade, graduating seniors must submit all work to the instructor prior to the last week of classes and the instructor must submit the grade change to the Records Office by the Friday before exam week.

The proposed effective date is fall semester 1996. Discussion was held by the committee. Dr. Zagumny made the motion to approve and Dr. Mason seconded the motion. The proposal was approved and will become effective fall semester 1996.

Such Other Matters

Ms. Tolbert reported that the Tennessee Board of Regents had approved the request for an exception to the American History requirement for American Technical Institute Nuclear Engineering Technology students which had been approved by the committee at the October 12, 1995, meeting.
