Summary of Proceedings
Approved the revised agenda as distributed with noted changes.
Approved the Minutes of November 10, 1999 as distributed.
WITHDREW SGA Bill #99-06 - An Act to Relocate the TTU Fun Frolic.
Approved recommendation from Buildings and Grounds to change the
parking lot at the north end of West Stadium from "open" parking
to "faculty/staff" parking.
Decided to leave the University Calendar for Spring Semester
Starting Date as it is.
Proceedings
Dr. Wilson announced a change in the membership of the
Administrative Council. Dr. Steven Williams will be replacing
Dr. Will Schrader who resigned from the Council. Dr. Williams
will be finishing out this academic year on the Council.
Approval of the Revised Agenda
Dr. Wilson asked for approval of the Revised Agenda as
distributed with the exception of moving Item No. 4, SGA Bill
#99-06 - An Act to Relocate the TTU Fun Frolic, to Item No. 3 so
Mr. Randy Smith, who was attending the meeting as a resource
person for this agenda item, could leave the meeting. He also
noted that Dr. Homer Kemp would like to address the "University
Calendar for Spring Semester Starting Date" under Such Other
Matters as had been requested in a memorandum to the Council
members on January 20, 2000. Dr. Cho MOVED to accept the Revised
Agenda with noted changes with Dr. Kemp SECONDING. MOTION
CARRIED.
Approval of the Minutes of November 10, 1999
Ms. Treadway MOVED approval of the Minutes of November 10, 1999
as distributed with Dr. Marquis SECONDING. MOTION CARRIED.
SGA Bill #99-06 - An Act to Relocate the TTU Fun Frolic - Mr. Ed
Boucher
Mr. Boucher said the Student Affairs Committee passed SGA Bill
#99-06 to relocate the TTU Fun Frolic with the misunderstanding
they had the approval of the Athletics Department. In
preparation for presenting this request to the Administrative
Council, Mr. Boucher contacted the Athletics Department and found
it was impossible to move the Fun Frolic at this time because the
parking lot is the only lot on campus large enough and level
enough to accommodate the activity which requires phone lines,
water source, restrooms and shower facilities (all of which are
available) and requires the supervision of the Athletic
Department with a contract stating this is where the activity
will be located. Ms. Treadway said the purpose of this bill was
to bring to everyone's attention the problem of parking during
the Fun Frolic. They understand there cannot be a change at this
time but, hopefully, at some time there can be a change in the
type of fundraising activity, etc. Ms. Treadway asked about the
possibility of a shuttle service for students who park across
Willow Avenue during this time. Dr. Volpe said this possibility
could be looked into, and it was also noted the commuter area
behind Smith Quad is not being used to full potential. Mr. Randy
Smith said the commuter area behind Smith Quad was discussed in
the last Buildings and Grounds Committee meeting. The discussion
focused on the idea that this area be remarked "open parking with
permit" because it was felt students might not know they can park
there. After this discussion, Mr. Boucher WITHDREW the bill.
Recommendation from Buildings and Grounds - Mr. Paul Isbell
Mr. Isbell said the Buildings and Grounds Committee met on
November 11, 1999 and approved the recommendation to change the
parking lot at the north end of West Stadium from "open" parking
to "faculty/staff" parking to allow adequate parking spaces for
ROTC and WCTE employees. Mr. Isbell MOVED approval of the
recommendation with Dr. Cho SECONDING. MOTION CARRIED.
Such Other Matters
University Calendar for Spring Semester Starting Date - Dr. Kemp
Dr. Kemp said when everyone realized what the Administrative
Calendar was for this spring, they realized we are getting out a
week later than last year. He said if we are going to do
anything different with the calendar that is set up for the next
two years, it must be done right away because the catalog is in
the proofreading stage. Dr. Kemp said spring semester
orientation originally began on the second Monday in January
which meant this year we started classes on Thursday, January 13
and were off the following Monday for Martin Luther King Holiday.
In the past, there has been about a week of classes between those
two events. He said rather than beginning the spring semester on
a certain Monday in January, it might be better to start classes
on Wednesday or Thursday of the first full week in January. He
said the worst scenerio would be when the first of January falls
on Friday. After much discussion concerning this matter, it was
decided to leave the calendar as it is.
Dr. Volpe said the Tennessee Higher Education Commission meets on
January 27, 2000, and our Ph.D. program in Education is on the
agenda.
Dr. Wilson said the next two meetings for the Administrative
Council are March 1 and April 5 with the University Assembly
meeting on April 19.
