“profession of faith” prior to membership.
Approved SGA Bill No. S02-08 “An Act to Save Time and
Increase Continuity” at Tennessee Tech University.
Chairman Johnson called the meeting to order at 3 p.m.
Dr. Ballal moved to approve the agenda of October 9, 2002, as distributed. Professor Lee seconded. MOTION PASSED.
Motion to approve the minutes of September 4, 2002, was
made by Dr. Zagumny and seconded by Dr. Giesbrecht-Bettoli.
Minutes were APPROVED as distributed.
Dr. Zagumny moved approval of the proposed revisions to the
“Faculty Handbook” at Tennessee Tech. Dr.
Hays seconded. The proposed
revisions will adjust the policy on evaluation and reappointment of chairpersons
so that only full-time tenured faculty or full-time tenure-track faculty are
allowed to cast a vote on the chairperson’s reappointment.
All full-time faculty members would continue to be allowed to evaluate
chairpersons. The proposed change
would be implemented by simply blacking out the question involving reappointment
on the evaluation sheets that are sent to non-tenure-track full-time faculty
members. Following a brief
discussion of the proposed revisions, the motion was unanimously APPROVED.
Professor Lee moved approval of the Bylaws of Xi Nu Chapter
of Kappa Alpha Psi Fraternity, Incorporated at Tennessee Tech University.
The motion was duly seconded and PASSED.
Mr. Ed Boucher was present and presented information from
the TBR General Counsel relative to student groups requiring a “statement of
faith” prior to membership. General
Counsel stated that membership cannot be limited based on a requirement of a
profession of faith or an oath. However,
the same would not be said of requirements for officers of the group.
Based on the First Amendment Freedom of Association, the group may
require its officers to make a profession of faith (or the like).
General Counsel also recommended that TTU not enact a policy that would
prohibit student organizations from requiring a profession of faith (or the
like) as a condition of being an officer.
A motion to approve SGA Bill No. S02-08 “An Act to Save
Time and Increase Continuity was made by Dr. Zagumny and seconded by Dr.
Giesbrecht-Bettoli. The motion
PASSED unanimously.
Motion by Dr. Ballal seconded by Dr. Zagumny
to adjourn. The meeting ADJOURNED
at 3:20 p.m.
