President Bell is the chief executive officer of the university and responsible for official communication with the Tennessee Board of Regents. He directs the establishment of and commitment to the University's mission, strategic goals and objectives, and affirmative action. He directs the administration of and approves fiscal and physical planning as well as educational, research, and public service operations and policies of the institution. The vice presidents of Academic Affairs, Business and Planning, and University Advancement report directly to the president, as does the Director of Internal Audit, Director of Athletics and the Coordinator of Affirmative Action.

Dr. Armistead is the chief academic officer directly responsible to the President for the development, coordination, and implementation of curricula and instruction at the University. Dr. Armistead serves as advisor to the President on academic affairs and as spokesman for the faculty, departmental chairpersons, and academic deans with regard to matters concerning the instructional program, budget proposals, and academic personnel policies.

Dr. Stinson is the chief business and fiscal officer of the University and responsible to the President for the receiving, disbursement, and accounting of all monies due the University. She is responsible for disbursing all funds in accordance with the annual budget. Through the Business Office and its staff members, the Vice President makes purchases for the University. Stinson also administers the financial and accounting aspects of student loans, grants, and scholarships. The Vice President provides financial management of auxiliary enterprises of the University, which includes Dining Services and the Bookstore. She is also responsible for the physical plant of the University and campus planning.

As the lead student affairs administrator, Mr. Burnett works with students, faculty, and staff to create and maintain student development. He oversees policies and programs performed within the Division of Student Affairs which includes: Counseling Center, Dean of Students, Eagle Card, Greek Life, Health Services, Minority Affairs, Orientation and Student Success, Recreation and Fitness Center, Residential Life, Student Activities, Roaden University Center, and WTTU/Oracle/Eagle.

Dr. Elkins administers the University's outreach and extension programs that include distance learning, off-campus programs, special courses and events, public service initiatives, grants and special projects, and regional development activities. The position also works closely with non-traditional students in the University and throughout the region. Dr. Elkins also serves as Dean of the School of Interdisciplinary Studies and is an associate professor in the College of Education.

Mr. Hutchins is responsible to the President for managing a comprehensive institutional advancement program to include fund raising, foundation development, alumni relations, public information, photographic services and graphic arts. He provides overall direction, coordination and supervision of all activities of the offices within University Advancement. The Vice President serves as staff liaison for the University foundation and is responsible for the coordination of fund raising activities. As chief development officer, the Vice President cultivates and solicits selected donor prospects, particularly among major corporations, foundations, and individuals with the goal of generating large gifts for the University.

The Director of Athletics is responsible to the President for the overall direction, coordination and supervision of all areas of Tennessee Tech’s NCAA Division I Intercollegiate Athletics program. He manages and provides leadership to 16 varsity athletic teams and athletics administrative/support areas, including Athletics Academic Advising, Business/Personnel, Corporate Sales/Marketing/Promotions, Development, Facilities/Game Operations, Licensing, NCAA Compliance, Sports Information/Broadcasting, Sports Medicine, Strength/Conditioning and Tickets. His primary function is to promote student-athlete success and welfare in the academic setting and in competition, while incorporating ethical conduct and good sportsmanship. All areas under his direction serve as major public relations outlets for the university and the region, and as entertainment for students and the community.
Monica Greppin, Associate Vice President for Communications and Marketing

Greppin oversees and strategically plans the university's public relations, communications and marketing efforts. She typically serves as the university's primary media spokesperson. She supervises the Office of Public Affairs, which coordinates and supports the university's communications and enhances TTU's recognition and image through the media. The office is the hub for campus publications, media relations and web design.
Francis Otuonye, Associate Vice President for Research/Graduate Studies

Dr. Otuonye generates research topics and coordinates externally funded research and scholarly activities throughout the University. He provides administrative reviews and approves research proposals for University commitments, including budgets, personnel, animals, human subjects, facilities, and hazardous materials. He conducts seminars and workshops for administrators and faculty on funding sources to support research and other scholarly activities, and disseminates information about indirect costs, fringe benefits, and University policies on research to administrators, faculty, and staff. Dr. Otuonye initiates and conducts quarterly meetings with College Liaison Officers for Research to discuss University policies and procedures affecting contracts and grants, and internal review of proposals, grants and contracts. He interacts with the Faculty Research Committee by reviewing proposals and suggesting sources for funding. The Associate Vice President is responsible for administering the policies applicable to the Graduate School. With the assistance of the Graduate School Executive Committee, Dr. Otuonye's office establishes and enforces minimum standards of graduate work in the University, encourages high standards, and coordinates the graduate programs of the various colleges. He rules on applications for admission to the Graduate School, submits recommendations for the awarding of fellowships, assistantships, and internships after consultation with the Deans involved, and maintains graduate student records.

Mr. Reese serves as support officer for the Information Technology Committee and chairs its Strategic Planning Subcommittee; serves on the University Planning Committee and provides leadership and coordination for developing the annual Information Technology Plan, which includes computing, telecommunications, data networking, and video; and serves as the liaison for TTU when dealing with the Tennessee Board of Regents, vendors, and other outside agencies concerning information technology. Mr. Reese provides computer resources, services, and support for instruction, research, and administration at Tennessee Technological University.

Dr. Stephens assists the chief executive officer in accomplishing goals of the University's central academic division. He supervises the operation of the Appalachian Center for Crafts and collaborates with the College of Education with regard to the implementation of the Art Education and Fine Arts degree programs. He supervises the operations of the International Student Affairs and Career Services Offices, oversees the Performance Funding Program and institutional effectiveness efforts, serves as the University's administrator with regard to space utilization, supervises the process of student evaluation of faculty and the University's faculty development programs, assists the Vice President and Provost when necessary regarding such issues as tenure and promotion, personnel, etc. In addition, Dr. Stephens supervises the University's self-study efforts for accreditation by the Southern Association of Colleges and Schools.

Mr. Young assists the Vice President in all areas of fiscal affairs. The Associate Vice President is responsible for foundation accounting, investments, cash management, accounts payable, general accounting, and bursar responsibilities including accounts receivable, cashiers, and loan accounting.
