Pursuant to TBR Purchasing Policy, purchases of materials or services for which any TBR or UT institution or the State of Tennessee Department of General Services, Purchasing Division has awarded a contract to a vendor through the competitive bidding process may be made without adherance to Section IV, Minimum Notice and Number of Bids of that policy, provided the vendor meets the bid specifications. NOTE: The competitive bid process of another entity (except the State Purchasing Division) must have specified that other institutions would be permitted to purchase under the bid.

  This site provides a list of available statewide contracts issued by the Tennessee Department of General Services, Purchasing Division.  TTU Purchasing Policies and Procedures are applicable to these purchases, and a purchase order is required if order total is $5,000 or more. • Tennessee Higher Education Purchasing Initiative (THEPI)
  The THEPI group is made up of representatives from various institutions within the Tennessee Higher Education Institutions and the Boards represented. Please contact the Purchasing Office to place purchases pursuant to a THEPI contract.

• The Cooperative Purchasing Network (TCPN)
  TCPN is a cooperative purchasing organization whose contracts are open for use by TBR schools through an agreement between TBR and TCPN. Please contact the Purchasing Office to place purchases pursuant to a TCPN contract.
  
  
• National Intergovernmental Purchasing Alliance (NIPA) 
  National IPA is a cooperative purchasing organization whose contracts are open for use by TBR schools through an agreement between TBR and National IPA.  Please contact the Purchasing Office to place purchases pursuant to a National IPA contract.

• National Joint Powers Alliance (NJPA)
  NJPA is a service cooperative that allows participating governmental and municipal agencies to establish open contracts that are open for use to members.  These contracts are open for use by TBR schools through an agreement between TBR and NJPA. Please contact the Purchasing Office to place purchases pursuant to an NJPA contract.
  
  

• US Communities 
  US Communities Government Purchasing Alliance is a nationwide purchasing cooperative through which the University is legislatively enabled to participate.  Please contact the Purchasing Office to place purchases pursuant to a US Communities contract.
