Storm Water management-Timeline
The University has committed to meeting certain measurable goals within a defined timeline. The permit (2011-TTU-MS4Permit-signed.pdf) requires efforts in 5 individual areas:
- Public Education and Participation

- Construction Site Stormwater Runoff Control
- Permanent Stormwater Management in New Development and Redevelopment
- Pollution Prevention/Good Housekeeping for Municipal Operations
The timeline is as follows:
FY 2012
- Public Education and Participation
- Develop a Stormwater Website (Due 12/ 2011)
- Develop a Public Information and Education plan (PIE)
- Develop a Method to Track Public education activities
- Illicit Discharge Detection and Elimination
- Develop an illicit discharge reporting mechanism
- Maintain map of sewer system
- Construction Site Stormwater Runoff Control
- Permanent Stormwater Management in New Development and Redevelopment
- Pollution Prevention/Good Housekeeping for Municipal Operations
FY 2013
- Public Education and Participation
- Illicit Discharge Detection and Elimination
- Develop an illicit discharge reporting mechanism
- Maintain map of sewer system
- Develop an administrative policy prohibiting non-stormwater discharges (to be completed by December 31, 2012)
- Develop and implement an Enforcement Response Plan (ERP), including training of enforcement staff (to be completed by December 31, 2012).
- Develop policies and procedures for outfall screening, tracking, and identifying illicit discharges, including training of screening staff (to be completed by December 31, 2012).
- Construction Site Stormwater Runoff Control
- For projects disturbing 1 acre or more, modify contract language requiring contractors to implement stormwater pollution prevention plan
(SWPPP) controls and obtain a Notice of Coverage (NOC) from TDEC (Due December 31, 2012)
- Develop and implement a SWPPP review process to determine the completeness and overall BMP effectiveness for projects disturbing 1 acre or more (Due December 31, 2012)
- Develop a plans review checklist to document plans review (Due December 31, 2012)
- Develop or reference technical guidance materials for design of SWPPPs that is at least as restrictive as the TN CGP (Due December 31, 2012).
- Develop and implement an inspection program to conduct inspections on construction projects disturbing one acre or more to evaluate construction site compliance. Develop a site inspection checklist to ensure that construction projects are complying with the requirements of the construction site runoff control program (Due December 31, 2012).
- Permanent Stormwater Management in New Development and Redevelopment
- Pollution Prevention/Good Housekeeping for Municipal Operations
- Review policies and procedures related to grounds maintenance activities. Identify policies and procedures that should be modified to decrease the potential for negatively impacting stormwater runoff from grounds maintenance activities.
- Develop written policies for practices that need to be revised.
- Develop written policies for practices where none exists.
- Training on revised policies and procedures.
- Evaluate practices at the garage to determine if additional controls or practices are needed to minimize the potential for negatively impacting stormwater quality.

- SWPPPs reviewed.
- Inspection report completed for each inspection.
- Permanent Stormwater Management in New Development and Redevelopment
- Develop and implement a set of requirements to establish, protect and maintain a permanent water quality buffer along all waters of the state at sites disturbing one acre or more. Incorporate requirements into contract language.
- Modify contracts to require permanent stormwater management practices on projects that disturb 1acre or more.
- Adopt technical guidance documents for use in the design of permanent stormwater management practices. The technical guidance will include the following design criteria: runoff reduction of the first 1 inch of runoff; 80% total suspended solids removal, and no net increase in runoff.
- Review new construction plans for sites that disturb one acre or more to ensure permanent stormwater management practices have been addressed.
- Pollution Prevention/Good Housekeeping for Municipal Operations
- Quarterly training on revised policies and procedures.
FY 2016

- Continued plans review to ensure appropriate permanent stormwater storage

- Quarterly training on revised policies and procedures.
