All proposals must be submitted through the Office of Research.

This is primarily because:

The funding is given to the institution, not the individual.

TTU ensures that certain federal or state rules, policies, and laws are met.

An intent to submit a proposal form must be sent to the Office of Research to notify its staff of upcoming pre-award activity. Once aware of a forthcoming proposal application, the Office of Research can provide guidance related to ensuring the proposal is compliant with all applicable rules and regulations, preparing budgets, proofing and editing, preparing graphics, etc.

Intent to Submit

The Intent to Submit form is used to inform the Office of Research of proposals being developed by faculty and to alert the office of pending submissions.


Ensuring a proposal will be compliant with all applicable rules and regulations before it's awarded can save significant time and resources and allow you to focus on your proposed work.

Compliance areas that should be addressed include

Budget Preparation

Time spent preparing a budget for proposed research is likely time well-spent. The budget outlines the costs associated with your proposed work. Sponsors may have limit on award amounts, so it's important that the work proposed and the associated budget are aligned.

Some items to consider when preparing your budget include:

  • Salaries
  • Benefits
  • Need for program support
  • Sponsor limits
  • Allowable costs
  • Indirect costs
  • Cost sharing
  • Time available
  • Collaborators
  • Evaluators

The Office of Research has prepared an Excel spreadsheet to assist in preparing budgets. This is a macro-enabled workbook, so you may need to adjust security settings in your spreadsheet program. You must log into the SharePoint site using your TTU username and password to access the Budget Calculator.

Proposal Submission

Proposals are submitted through, NSF's Fastlane System, FedConnect, and other electronic or paper systems. These pages have been created to assist and guide you in your proposal submission.

NOTE: TTU is registered as an institution with most proposal submission portals such as, FastLane, and FedConnect.
