Dr. Elkins administers the University's outreach and extension programs that include distance learning, off-campus programs, special courses and events, public service initiatives, grants and special projects, and regional development activities. The position also works closely with non-traditional students in the University and throughout the region. Dr. Elkins also serves as Dean of the School of Interdisciplinary Studies and is an associate professor in the College of Education.

I have been a faculty member in the TTU Department of Biology for more than 40 years. I currently teach courses in general and molecular genetics. I currently also have a half-time appointment in the School of Interdisciplinary Studies, serving as an advisor to students majoring in Interdisciplinary Studies. In that capacity I also oversee the student internship program, serve as the TTU representative on the Tennessee Board of Regents Online Degree Program (RODP) curriculum committee and teach an online course in genetics for RODP.
