Chelsea is a native of Louisville, home of the world-famous Kentucky Derby, and a graduate of Wofford College, where she studied Business Economics, Mathematics, and authentic hospitality. Chelsea received her Master’s in Economics at the University of Kentucky, where she discovered an unexpected passion for teaching college students, earning her nomination for the Most Inspirational Woman of Gatton Award. In 2023, Professor Dowell earned her Doctorate in Business Administration from Indiana Wesleyan University. She has published research papers in peer-reviewed journals in the field of Economic Education and presented at many Economic Association conferences, including the American Economic Association’s Annual Conference.

Chelsea previously taught at the basketball-enthused University of Kentucky, in the blizzards of Upper Iowa University, and at the quaint Kentucky Wesleyan College, where she earned the Faculty Appreciation Award, the inaugural Wesleyan Way Award, and the Faculty of the Year nomination. She serves on the Federal Reserve Bank of Cleveland’s Economics Scholars Program Board and has settled into the foothills of Tennessee Technological University as an Economics Educator.

She has developed and instructed economics courses ranging from the introductory Principles of Economics series to Managerial Economics, Economics of Health and Health Care, Public Finance, Labor Economics, Sports Economics, International Trade, and Money, Credit, and Banking. Her Managerial Statistics students presented and won awards at local conferences for their undergraduate research and gained notoriety in the community for their service-learning consulting projects with local non-profit organizations, such as Matthew 25 AIDS Services, the Senior Center of Owensboro and Daviess County, the Human Relations Commission, Building Stronger Families, Theater Workshop of Owensboro, and the Daniel Pitino Homeless Shelter.

Chelsea and her Pandemic puppy enjoy magazine flipping and lake spectating from the dock of her family’s cabin in Burgin, Kentucky. Occasionally, Chelsea and her refurbished, vintage bug participate in local parades.
